Tuition Fee Remission Scheme (2018-19)

  1. Introduction
    In accordance with the Education Bureau’s requirements for schools under the Direct Subsidy Scheme, at least 10% of the school’s total school fee income should be set aside to provide fee remission/scholarship. 
    The existing arrangement of Fee Remission/Scholarship Schemes aims to ensure that eligible students, including families receiving the CSSA and students receiving financial assistance provided by the SFAA, will not be deprived of the opportunity to attend the school solely because of their inability to pay fees, and it is based on principles of fairness, effectiveness, clarity and efficiency.
     
  2. Eligibility Criteria
    Student-applicants
    (1) must be studying at Fukien Secondary School now and in the coming terms; or
    (2) will study at Fukien Secondary School in the coming year.
     
  3. Application Procedures
    ‧The application must be made by the student’s parent or his/her legal guardian.
    ‧The application has to be made annually.
    ‧The applicant must fill in an application form for each student applicant.
    ‧The applicant must submit the application form along with supporting documents on or before the deadline. In normal circumstances, school
       will not accept 
    late applications. Regarding special cases (e.g. applicant with unforeseeable financial problems), school may give special
       consideration to circumstances 
    that come to light after the deadline.
    ‧The applicant has the responsibility to provide all necessary documents as required. The application procedure may be delayed in case of
       missing documents.
    ‧The school will start verification work to process all applications after the deadline.
    ‧The school reserves the right to reject applications, or the granting of subsidy without explanation.
     
  4. Level of Assistance
     The actual amount of assistance is based on the school fee of the school term and the reduction level (25%, 50%, 75% or 100%).
     
  5. Method of Assessment
    The assessment criteria are based on the student-applicant’s family situation, academic results, conduct and the recommendations from class teachers and the Fee Remission Committee to determine the level of assistance. 
    The school adopts ‘Adjusted Family Income’ mechanism as the means test to assess the eligibility of a family for student financial assistance and its assistance level.

    Gross annual income of the family includes the annual income of the applicant and his/her spouse. 30% of the annual income of unmarried child/children residing with the family if applicable; and the contribution from relatives/friends if applicable.
    The members of a family normally refer to the applicant, his/her spouse, unmarried child/children residing with the family and the dependent parent(s) who are supported by the applicant and/or his/her spouse. For single-parent families of 2 to 3 members, the ‘plus 1 factor’ in the divisor of the AFO formula will be increased to 2.

Students who are receiving assistance provided by Student Finance Assistance Agency are qualified for a fee remission no less than the Government assistance.

Types of incomes earned by the family both within and outside Hong Kong that should be reported are listed below for reference:
